Victoria "Tori" Barnoski is a seasoned federal health care strategist and Senior Advisor at Evernorth Health Services, where she leads federal business development initiatives focused on delivering integrated, cost-effective care solutions for agencies such as the Department of Defense, Veteran Affairs, and Health and Human Services. With over seven years of experience in the federal hospital and healthcare market, Tori specializes in capture strategies, digital transformation, and client retention—contributing directly to the expansion of Evernorth’s government-focused portfolio.
